Blaby District Council are committed to providing the highest standards of service to their residents. Online communication is a major pillar of the council's communication strategy. After a competitive tender process Headland were appointed and briefed to support the council in the strategic planning, design and delivery of the new website to the highest accessibility standards.

Our discovery model provided the framework to establish the functional specification and creative brief. The resulting design benefits from the latest contemporary website design practices to deliver a highly usable and accessible resource to the residents of Blaby.
The website has to provide an important source of information across all the district councils services, from waste and recycling to housing, from paying council tax to environmental issues. So understanding the processes and operation of each department was key.
The site supports 12 departments providing services to the community, planning and preparation were critical to the process
The site is integrated with the third party My Blaby solution providing access to online payments and postcode level information for services such as bin collection. Providing a sector leading Umbraco CMS platform demands advanced administrator and editor tools. As part of the build we developed a significant range of bespoke administration and editing tools.

A key aspect of the brief was that the site should achieve the highest possible accessibility standards. The Sitemorse INDEX is tasked with ranking over 400 local government websites for compliance, coding standards and accessibility. Q1 2020 sees Blaby District Council top the league table.
The Council has seen a radical shift towards online transactions and it was vital that the customer finds the website easy to use and understand. Now nearly 80% of orders for bulky item collection are taken online, and the equivalent of almost half of all households now visit the website every month.
The INDEX is an independent industry standard for benchmarking digital governance.
